Agenda Item No. 10: Grant of Adhoc Relief Allowance and Increase in Pension
10.1 Financial Allocation:
The Secretary of the Finance Department presented that the Government of Punjab has allocated Rs. 352.00 billion as the Salary Budget for a four-month period (July-October) during FY 2023-24. This includes Rs. 158.40 billion at the Provincial Level and Rs. 193.6 billion under PFC share. The allocation for Pensioners is set at Rs. 117.40 billion for the same four-month period.
10.2 Previous Approvals:
The Caretaker Provincial Cabinet, in its meeting held on 19.06.2023, approved an Adhoc Relief Allowance of 30% of the initial basic pay of Pay Scales 2022 for all employees in BS-1 to BS-22. Additionally, a 5% pension increase was granted to pensioners up to the age of 80 years, and a 20% increase was approved for pensioners above the age of 80 years.
10.3 Proposed Measures:
Following the Chief Minister’s directives, the Cabinet was requested to consider and approve the following measures on the analogy of the Federal Government, effective from 01.08.2023:
- Adhoc Relief Allowance: Basic Pay Scale Increase Percentage BPS-1 to BPS-16 35% BPS-17 to BPS-22 30%
- Pension Increase: Pensioners Category Increase Percentage Retired government employees and 17.5% civil pensioners up to 80 years ————————————– ——————– Retired government employees and 17.5% civil pensioners above 80 years ————————————– ——————– Pensioners who retire on or after Not applicable 01.08.2023
Note: The 5% increase in pension for retired government employees and civil pensioners up to 80 years of age, and the 20% increase for those above 80 years of age, granted earlier, will be withdrawn from 01.08.2023. The 17.5% increase in pension will not apply to those pensioners who retire on or after 01.08.2023.
